Local and state programs that assist with high utility bills

Washington State

Department of Commerce announced its new “Clean Energy Credit” program

  • Low- and moderate-income households may apply for a one-time $200 bill credit to lower utility costs.
  • For a family of four in an area with a lower cost of living, households with incomes up to $72,000 are eligible. In higher-cost areas, the same family may earn up to $110,950 to qualify.
  • Application takes less than one minute to complete.

Seattle City Light

Utility Discount Program (UDP)

Eligible households can enroll in the City of Seattle’s Utility Discount Program (UDP), which offers a 60% discount on Seattle City Light bills and a 50% discount on Seattle Public Utilities bills.

Emergency Bill Assistance Program

Eligible customers may receive up to $660 per calendar year in emergency assistance to reduce their past-due balances. Households with children under the age of 18 may be eligible for up to $1,320 in assistance per calendar year.

Puget Sound Energy

Bill Discount Rate (BDR) Program

Provides qualifying households with help on monthly energy bills. Depending on your household income and household size, you can save 5% to 45% a month on your bill.

Home Energy Lifeline Program (HELP)

Provides assistance for residential customers to help pay electric or natural gas bills up to $1,000.
