The City of SeaTac is gathering information to help guide decisions regarding a new civic campus that would bring together all City departments and services as well as community resources, on one centrally located campus. City staff and City Council members are attending various events in person and also offering an online survey (link below). The survey should only take you a few minutes to complete. The City has not selected a site yet for the civic campus but is in the early conceptual phase (Phase 1) of the project, including assessing space needs for a new City Hall.

On September 24, 2024, City Council approved a budget amendment and authorized the Interim City Manager to sign contracts with the long-term project consultant and other contractors for Phase 2 work on the civic campus.

The work will take place through the end of the year and includes contracts for community engagement as well as contractors required to perform site analysis prior to site selection

Civic Campus Project Background

In 2020, the City of SeaTac contracted with an architectural firm to evaluate the condition of City Hall and the Maintenance Facility. The evaluation resulted in a list of upgrades needed to keep the 40+-year-old City Hall safe, secure, and structurally sound as well as serve the growing City workforce and community for another 40 years.  

The architect’s estimate for renovating City Hall was nearly $74 million in 2021. After reviewing the results of that assessment, the City Council directed the City Manager to pursue a “feasibility analysis” for construction of a new City Hall with a civic campus. The City Council allocated funds in the 2023-2024 Biennial Budget for this analysis. 

The SeaTac City Council adopted a Strategic Real Estate Plan in May of 2022 to provide an examination and analysis of the City’s real estate portfolio and policies to leverage real estate in support of policy objectives, especially those contained in the City’s Comprehensive Plan. Staff has analyzed those objectives and concluded that there are several policies and goals that this project should help achieve. Those include: 

  • Enhance quality of life with built environment. 
  • Location of public facilities: in/near city center and station areas. 
  • Consider health/wellbeing: consideration of physical health and well-being into local decision-making for location, design, and operation of public facilities and services - especially community gardens. 
  • Public facility design guidance: establish land use pattern that promotes walking, bicycling, transit use, access to goods, services, education, employment, and recreation. 
  • Plan for public facilities to adequately serve existing and new development by establishing level of service standards and determining the capital improvements needed to achieve and maintain these standards for existing and future residents and employees.

Long-Term Project Consultant Contract  

The City of SeaTac issued a competitive Request for Qualifications for a long-term project consultant for the civic campus project, and City Council awarded a contract to JLL, Inc. at the March 26 Regular Council Meeting. The contract includes plans to engage with the community to discuss this project.
